The Opinion emphasizes the need to strengthen the guarantee of elements in the sports industry, stimulate market vitality and consumer enthusiasm, promote the sports industry to become a pillar industry of the national economy, actively implement national fitness actions, and make regular participation in sports exercise a way of life. On October 10, 2020, the General Office of the State Council issued the "Opinions on Strengthening the Construction of National Fitness Facilities and Developing Mass Sports", which put forward specific and practical suggestions for building a higher-level public service system for national fitness from the aspects of improving top-level design, tapping into the potential of existing construction land, improving construction and operation levels, and implementing mass sports improvement actions.
